3. At what point do countries seem to care about opinions of other countries?
Economic interests trump human rights in most instances, so a country can be hurt economically much more than by criticism.

4. How could Japan help in this boycott?
Japan is one of the three biggest customers of Brunei oil, and if these three countries boycotted their oil, they might change their stance.
